LINGUA QUATERNIUM IMPERIUM The Language of the Fourth Empire is based on English, but there are nuances. There is a court language, spoken by the ruling class and their lackeys, and there is also a language of resistance. These two languages can be mutually incomprehensible. This project was tentatively started when the Berlin Wall fell in 1989. Triumphalism permeated the language the West. Fear of impoverishment preoccupied people such as Serbs, Kurds, Muslims and most Africans. Words such as Beiurutisation and Narcoterrorism were common in Politika, the Serbian newspaper. The current title (LQI) is drawn from Victor Klemperer's work LTI, or Lingua Tertium Imperium which describes the corruption of language in Nazi Germany. The language of the ruling elite focused on victimisation anti-semitism, and radicalism. The Third Empire constructed the first autobahn network, the first artificial rubber factory (BUNA) and developed cruise missiles and long range rockets. The Forth Empire is of course America, which has become almost a dynasty with a George the First and a George the Second. Don't mention George the Third who went mad and lost America. Court language is circulated the Fourth Estate, or the Press. Noam Chomsky illustrates how the American media brainwashes the people into accepting the natural rights of the Forth Empire. Popular American support for the Third Gulf War in 2003 is an example of the manufacture of consent. Following the 2001 atrocities in New York (9/11) the opinion formers could draw on a culture of victimisation. If the neo-conservatives needed a holocaust rather than the tarnished triumphalism of 1989 they had got it. They also had a ready made enemy in the shape of militant Islam which had been around since the 1950s (Ikhwan). The other strand of victim culture comes with globalisation and increasing migration. A single year's air transport ships as many people as the entire trans-Atlantic slave transportations over three centuries. The political climate in America and Europe is shaped by the feeling of victimisation of the working class as they see migrants in competition for jobs, schools, housing and healthcare. The popular media exploit this resentment in order to increase their sales. The culture of victimisation is strong in modern and apparently stable societies. Everyone suffers. Newspapers make more money by portraying children as the victims of perverts or drug dealers, rather than seeing children as budding rocket scientists or genetic engineers. Victor Klemperer was a professional linguist who taught French and Italian at Dresden University. He experienced the Nazi period as a civilian and kept a meticulous diary. He kept his own feelings of victimisation at bay by concentrating on his as yet to be published books. He did not even know whether he or the manuscripts would survive the events he describes. Victor Klemperer knew his chances of survival were low because of his Jewish background. Both he and the manuscripts survived the fire bombing which destroyed much of Dresden. A fellow witness of that firebombing was the young American Soldier, Kurt Vonnegut. Sectarian tensions + refugee population + external interference = civil war. CARTESIAN. Cartesian world. A world where humans can deduce quite a lot (including the existance of God) without having to rely on blind faith. Spinoza used similar methods to prove that the existance, or non existance of God did not really matter. C-CUBED I. c^3*i Communications, Command, Control, Intelligence. This acronym is a favourite of courtiers who supply the ruling class with expensive weapons systems. CLASH OF CIVILISATIONS. Contradiction in terms. If you are civilised you should be able to avoid trouble. CELEBRITY. Usually a lackey of the ruling class. Often a pop singer. CHOICE. Modern mantra. Not always conducive to happiness. COMMUNISM. Depreciated nowadays. Old Reformed Capitalism. CULTURE. Court language sees 'culture' as something bestowed by a superior civilisation to ignorant savages. In practice, cultured bacteria are important in the food industry. Yogurt is a good example. DEMOCRACY. Culture where citizens can vote for the rulers. Many modern democracies are just mass participation theater, mediated by ever more sophisticated and fault prone electronic scoring systems. Court language has abused 'democracy' to define a system of elected dictatorship which should be imposed on enemy countries by force of arms. DEPORTATIONS. Involuntary mass movements often accompanied by arrest, brutality, and imprisonment. Courtiers often want to impress the rulers by promising to deport to set targets. Much of the mass media endorse well financed deportation programs. Stalin was one of the most famous deporters. Many country houses in England were financed by deportations aka 'Slave Trade' while Australia was founded as a sink for deportees. Because deportations are associated with Hitler and Stalin there a certain amount of popular opposition as well as support. After Sarkozy threatened to deport juveniles from France after the riots of 2005 there have been several stories of French families taking in young people threatened with expulsion. There has been similar wide spread resistance in the United Kingdom. DRUGS. Scourge of mankind. Severe problem requiring eternal vigilance, executions, helicopter gunships, satellite tracking, torture and rendition. Extremely common. In a more secular world where witchcraft and heresy trials are depreciated the War On Drugs provides an excellent avenue for well meaning people to try and save other people from what used to be called seduction by Satan. Exorcism by Bell, Book and Candle is replaced by methadone programs. Just as in earlier heresy eradication programs the zeal of the law enforcement arm is reinforced by well crafted property confiscation laws. The word 'Drugs' emphasises the breakdown in communication between the ruling class and the ruled. The lyrics of Bob Marley and Peter Tosh touch on these problems but the commercialisation of more violent 'Gangsta Rap' lyrics has done much to undermine this earlier creativity. ENERGY. Pillar of the ruling class. Carbon combustion. ENERGY. ML^2T^-2. 1/2*mv^2. Poorly understood scientific concept. Einstein's equation: E=mc^2. Modern viewpoint started with Galileo, Newton and Leibniz. Besides E=mc^2, Einstein tentatively formulated a second energy equation for general relativity. The second equation is extremely complicated and rather inaccessible to the general public. See 'The Road to Reality' by Roger Penrose. EMERGING DISEASES. AIDS, H5N1 and SARS are good examples. Read the books of Laurie Garret. ETHICS. Not such a popular word amongst the ruling class. EPISTEMOLOGY. Theory of method or growth of knowledge. Various efforts have been made, over a long period to differentiate knowledge from superstition or propaganda. Can be on the school syllabus in places which want to develop knowledge based industries, but there has often been tension between rulers and savants, sometimes culminating in book burning. FEMINISM. Set of beliefs in opposition to the brutality and rape which usually accompanies war or the unruly behaviour of the lumpenproletariat. Many famous feminists are mad. Sigmund Freud analysed this type of behaviour. FLEXIBLE LABOUR MARKETS. Means of setting man against man. A pillar of the ruling class. FREEDOM. Limited by degrees. GLOBALISATION. World trade, often coercive, and backed by force. To some, globalisation is a folly or a curse, and to others it is an opportunity. Amartya Sen describes a cultural globalisation centered around the use of zero in counting. This happened about 1000 AD. Modern globalisation started around 1600 with the foundation of East India Companies in Britain and the Netherlands. Early globalisation involved slavery. China opposed globalisation until very recently. HYPATIA. Feminist icon. Symbol of resistance to religious authority. HYPOCRACY. Pillar of the ruling class. INSIGHT. Insight tends to erode the pillars of the ruling class. Insight is not restricted to those who went to expensive private schools. Many homeless people and slaves have more insight than prime ministers, presidents, or charity bosses. It is not necessary to speak or understand English to have insight. INTELLIGENCE. High budget government departments allowed licence to conceal arms trafficking, careerism. currency smuggling, incompetance, drug dealing, torture, wire tapping, etc. Intelligence chiefs usually prefer to maintain a low profile. Reinhard Heydrich was rare counterexample. As head of Interpol he used police records to rob the Austrian Jews after 1938 and later he was gunned down while fulfilling high profile duties as Lord protector of Bohemia/Moravia. Unlike Heydrich, Interpol survives to this day. INTERPOL. International police organisation. Not as important as it once was. Its functions are largely superceded by American organisations with and international remit such as the DEA or Drug Enforcement Agency, or the US Treasury. ISLAMIC REPUBLIC. 'Axis of Evil' or 'Beacon of Enlightenment'. Iran. JUSTICE. Not to be confused with 'Rule of Law'. Most religious and secular schools of thought have very similar ideas as to what justice means. Denial of justice is a pillar of the ruling class. LAW. Rules for society. Although the ruler may achieve power via armed force, it is expedient to legitemise state violence via laws. Court language in pre Revolutionary France made this distinction quite clear. There was the Nobility of the Sword, and the Nobility of the Robe. The Nobility of the Sword were warlords, and the Nobility of the Robe comprised lawyers and some important churchmen. Napoleon aspired to combine both functions. LAW. Rule concerning the state of the world. Kepler's Laws and Newton's Laws were formulated after studies of the affects of gravitation. LIBERTY. Highest form of freedom. Endangered almost everywhere. MORALITY. The ruling class usually ignore philosophers when talking about this. MULTICULTURALISM. The word does not really mean so much, but it inflames the passions of racial purists, and those who fear change or diversity. NEWTON'S LAWS. Descartes also described some of these laws. First Law. A moving object will continue to move in a straight line unless acted upon by a force. Second Law. The force on an object is the mass times the accelleration. Third Law. Every action has an equal and opposite reaction. OPPRESSION. Instrument of mis-rule. POPULAR. Mass culture. ROAD MAP. Idiotic cliche. Something offered to Palestinians as a substitute to justice and liberty. Taken quite seriously by the ruling class. REFORM. This word used to mean improvements in Capitalism which could stave off revolution. The British 'Factory Acts' of the 1800s are good examples. Current usage generally means the reverse of this type of progressive legislation. 'Reform' of publicly funded education or health services means 'eradication' in court language. RENDITION. State sponsored kidnapping. Necessary to protect society from the evils of drugs and terrorism. This is usually an extra-judicial precedure, although retrospective judgement will be obtained when necessary. RESEARCH. This word used to conjour up images of Madame Curie slaving away in a draughty shed going through tons of ore in order to isolate a source of unexplained energy (Radium). To the ruling elite research simply means interviewing a few cronies who will back up the way of thinking of court circles. Madame Curie style research is distinctly unfashionable these days. Physics and Chemistry departments are closing down in many British universities. TECTONIC PLATES. Expression used by scientifically illiterate commentators to describe causes of conflict. THIRDWORLDIZATION. Clever term used by Laurie Garret to describe a situation conducive to Emerging Diseases. TORTURE. Frequently condoned but mostly denied. TSAR. Former Russian autocratic rulers. Government functionary drafted in to deal with problems such as DRUGS. TSUNAMI. Sudden oscillation in sea level caused by earthquake. Second World Spectacle. Voltaire wrote about the tsunami that destroyed Lisbon. Klemperer mentions the Messina earthquake/tsunami of 28/12/1908. The gigantic 2004 tsunami centered on Sumatra was the first such disaster to take place in the age of the portable video camera and videophone. It also hit countries where many people could afford to carry such devices and keep the batteries charged. ULSTERIZATION. Sectarian tensions leading to violence in absence of large refugee population. The origins lie in colonisation at start of modern globalisation. (about 1600). ZIONISM. Victor Klemperer declares Zionism combines some of the worst features of Nazism and Communism. Zionism was given great credibility during the First World War when the Lloyd George regime offered land in Palestine as a reward to the brilliand chemist Chaim Weizmann.
